In accordance with the Decree of the President of the Republic of Uzbekistan “On measures to radically improve the system of protecting the rights and legitimate interests of farmers, dekhkan farms and landowners, effective use of agricultural acreage,” a set of measures will be implemented to increase the efficiency of irrigated land use. Inefficient use can lead up to the termination of the lease.

An order is introduced to discuss the effectiveness of the use of land plots of farms – quarterly in the district Kengashs of people’s deputies, and the effectiveness of using the acreage of dekhkan farms and homestead landholders – monthly in the self-governing bodies of citizens.

At the same time, it has been established that strict measures of liability will be applied to farmer, dekhkan farms and landowners who inefficiently used land plots that did not fully sow crops, did not timely implement agrotechnical measures, until the termination of their rights to land plots.

To ensure the effective operation of the new system, effective parliamentary monitoring mechanisms have been established in this document, that is, representatives of the Chambers of the Oliy Majlis will constantly study the state of affairs in the sphere and take appropriate practical measures.

The State Committee for Land Resources, Geodesy, Cartography and the State Cadastre jointly with the State Tax Committee, the Council of Ministers of the Republic of Karakalpakstan and the regional khokimiyats, self-government bodies of citizens, until October 1, 2018, is charged to conduct a full inventory of all the acreage of dekhkan farms and landowners, and form their single register.

With the aim of organizing the qualitative and complete fulfillment of this task, the State Committee for Land Resources, Geodesy, Cartography and the State Cadastre was instructed to ensure, jointly with the Council of Ministers of the Republic of Karakalpakstan and the regional khokimiyats, the maintenance of the established single register, the reliability, completeness and constant updating of the information contained therein.

With a view to raising the farmers’ movement to a new level, the decree approved the proposal of the Republican Commission on Deepening Economic Reforms in Agriculture to gradually transform the farms into multisectoral farms in 2018-2021 and established that starting from January 1, 2022, land lease agreements with farmers farms that do not master multi-profile activities will be dissolved in accordance with the law.

To ensure the stage-by-stage, timely and high-quality implementation of this reform, the Cabinet of Ministers was instructed to annually develop, in the context of farms, the development and approval of Jokargy Kenes of the Republic of Karakalpakstan, the Kengashs of People’s Deputies of the regions of regional programs for the gradual conversion of farms into multi-sector farms, and to make contributions to the Senate of the Oliy Majlis for consideration and approval of the program of the republican level, developed on the basis of regional programs.

Also, the decree instructed the Cabinet of Ministers to develop and introduce appropriate regulatory and legal acts aimed at further development of animal husbandry, poultry farming, fish farming, fruit and vegetable growing, beekeeping and other important areas of agriculture, coordinating the activities of farms in this area and improving its efficiency.

It should be noted that the state of the organization of labor relations in farms does not meet the requirements of the present day, there are a number of problems in their activities regarding the use of new agro-technologies. In this regard, the government will develop and approve a program of comprehensive measures to widely implement market infrastructures, innovations, scientific achievements and modern information and communication technologies in order to increase the efficiency and profitability of agriculture, especially in mechanizing the collection of cotton, and further improve labor relations in this field.
